Do announcements stay in the portal, and/or push notifications, which ones send an email or notification to the phone?

Announcements only appear inside the portal. They do not send anything outside of it.

So when an announcement is posted, no email is sent; it will simply show up in the portal under the Announcements section.

If someone has chosen to receive push notifications, they may get an alert on the device chosen to be notified.
