Why did the credit card processing fee fail to trigger?

Check the "minimum donation" limit on the designation form. If the form is set to any minimum, and the selected percentage fee adds less than the minimum, the system will stop the fee because it is too small. To fix this, remove the minimum limit or create a new designation for smaller amounts.
